This decoration was instituted in 1904 by Vittorio Emanuele III King of Italy by Royal Decree. He wanted to grant a special distinctive reward to the soldiers of the Navy as well as to the seafarers, for long exercise of navigation and merits of the French Navy. In the beginning it was in silver and in 1945 Umberto de Savoie established the award of the medal in three metals, gold, silver and bronze according to the periods of navigation.
