With the death of more than a million French soldiers, the First World War plunged nearly 600,000 war widows and 986,000 orphans into the greatest physical and moral distress. The difficult conditions in which many widows of soldiers live, who can no longer properly provide for the education of their children, encourage the State to take measures to provide them with the necessary resources.
